What does this measure tell us?
NFPA 1006 - Standard for Rescue Technician Professional Qualifications and NFPA 1670 - Standard on Operations and Training for Technical Search and Rescue Incidentsestablishes the minimum requirements to assure a safe and effective response to technical rescue incidents. This standard identifies the competencies for each of the technical rescue disciplines. In Washington State, fire department personnel are, as a minimum, to be trained to the First Responder Operations Level. Those personnel serving on the Snohomish County Technical Rescue Task Force shall meet the competencies for Technical Rescue - Technician Level. Those personnel serving as an Incident Commander at a technical rescue incident shall have the necessary competencies in accordance with NFPA 1670. This measure further outlines those components and job tasks necessary to maintain an effective Technical Rescue Response Program within our own agency as well as a participating member of the Snohomish County Technical Rescue Task Force.

Incidents involving technical rescue are becoming more commonplace with an increase in construction and underground utility systems. The events of earthquakes, explosions, and possible acts of terrorism require that local first responders be prepared, equipped, and trained to effectively handle the various types of rescues that occur today. Having members trained and functioning as part of the Snohomish County Technical Rescue Task Force will help enable us to provide the most favorable outcome to our citizens in the event of an emergency requiring such technical expertise.
